Back in the 1980s the Sugar industry brought in West Indian Sugar Cane Cutters with H-2A ViSAs. The Government required the Industry to pay a Minimum wage to the Visa holders of $6 an hour. At that time the American minimum wage was $2.35 an hour. In other words foreign skilled labor cost employers more. That was the price to get skilled workers who working on piece work in many cases actually mading $8 to $12 and hr. Workers who could not make $6 an hr were sent back to the islands. This kind of thinking should be made on VISAs for skilled foreign workers in other industries today.
