This is the first and I hope last time, I see the brothers argue like this. IMHO opinion the cyclist had time to pass the vehicle several times. Then he could have been ticked for speeding.
Looks to me like the cop was trying to AVOID writing a ticket by “encouraging” the 77MPH cycle to SLOW DOWN.
