Kelly screwed up, he went on every talk show who would have him trying to explain what he meant about troops deciding on what is a legal order and what a illegal order is, what make makes American soldiers great is they can think and they are allowed to think within certain limits to carry out the order , ie a unit is given an order to attack a position, when they arrive at their objective and something has changed the leader can make adjustments to carry out the Order, the leader cannot say this order sucks lets go back to the barracks
