How do they stop crime (looting, robbery) in the Southern states like South Carolina and Florida? The governors tell the precious little would-be thieves that they will be shot.
Brazil and Argentina had a similar problem with youths (like 10-year-olds) stealing in the big cities of Rio de Janeiro and Buenos Aires. The off-duty police went around and shot them.
