I used to stutter as a child, badly. I still do on occasion when excited. I have NEVER heard Joe Biden stutter. He may have had some sort of speech impediment, but it is not a stutter.
Please go back and look at the Vice Presidential Debate between Joe Biden and Sarah Palin in 2007. We were led to believe that Biden was a steam roller, but Mrs. Palin held her own against this degenerate. He was not on top of his game nearly 20 years ago.
