You are talking about the same USPS system that currently delivers to a mailbox that has a lid on it at the appropriate distance from the ground. We get, sometimes, EVERYONEs mail that lives within our township! To stop it make it a vote cast on Election Day with ID and it WILL NEVER have this much questionable result!
California also has drop off boxes for ballots set up for a week before the election ends. You need to sign and date the envelope. IF you drop off the ballot for someone else, you just need to sign it. This allows someone else to drop off ballots for other people, lots of people (ballot harvesting). They only need to sign them; even illegible signatures are allowed. These harvesters should be required to print and sign their names and enter their addresses. That way, if the ballots turned in are not valid, the source will be known. And the criminals who do this can be prosecuted
