The way to combat vigilantism is with rule of law. The problem is, healthcare companies are free to act immorally, and let their customers die in the name of making a profit. This behavior is broadly seen as outrageous and immoral. Since there’s no one holding people to account, and getting justice to the victims, vigilanties become the champions of justice. Strange indeed, but there it is.
Yes, when you have the likes of Fauci profiting from the corona virus, and people died due to his supposed expertise in the field, and NOT being held to account either publicly or by any legitimate justice system, then you have vigilantes taking justice into their own hands!
